Abstract:

This research explores the role of managerial dynamic capabilities of middle managers in the development of the absorptive capacity of semi-public Tunisian companies in the tourism sector. A qualitative study, based on 14 semi-structured interviews, shows that these managers strengthen potential absorptive capacity through their skills, training, and social networks. The study highlights the role of cognitive capital in exploiting acquired knowledge but points out that the bureaucracy of semi-public structures limits this impact. Furthermore, state involvement hinders the role of managers in the development of absorptive capacity. These findings enhance the understanding of the micro foundations of absorptive capacity in semi-public companies in an unstable context.
